Better way to install openssl for windows on CICD
We pull it from https://slproweb.com, there is no package system behind it, it is just an url, they drop binaries very often, so we need to go and fix version to newer.
We need to figure out better way to install openssl for windows. Error:
openssl v3.3.2 (forced) [Approved]
openssl package files install completed. Performing other installation steps.
