Make it possible to configure ratio between the statements

Make it possible for users to decide what ratio it wants to see.

Ratio types:

1. Raw ration score, a floating point number that indicates how often you want to see particular statement
2. Timed ratio, i.e. once a minute, twice a minute .. etc
