DEVTOOLS: updated create-achievement scripts

Fixed the python script for the steamdb requests to work with the cloudflare bot protection again.

Some other minor changes were needed because there were changes in the meantime on the output of the achievements

I confirm that the updated script works, thanks! My only remark is that it requires Chrome, it'd be preferable to also support other drivers
