WEB: Update all packages

This updates all composer and node packages to be up to date.

There is a major update of Smarty and the fixes associated to it. PHPStan linter has been passed and errors have been fixed.

ESLint configuration has been migrated to their newly supported format and somes fixes which do not change the behaviour have been made to clean the errors.

Finally, as Sass has been updated, all the errors have been fixed to avoid mixing of declarations with nested content.

About the Codacy issue, it's in the ESLint configuration file which has been generated by the official migration tool.
