Ability to add optional message when denying a request

Describe the solution you'd like A way to add a optional message when declining a request that will be passed to the notification to the end user so they know the reason for declining the request.
Describe alternatives you've considered Sending a message to the end user telling them why their request got declined
This would also tie in with https://github.com/sct/overseerr/issues/572

I'd be keen to see this implemented, I've opened a discussion on the same topic ( #2270 ) in the hope that it might garner some interest and increase the priority.

Any chance this functionality might make it into a future release at some point? I've noticed it's rather stale, but it's one of the features I need the most when using Overseerr....
Declining user requests and not having the ability to tell them why is greatly frustrating to my users.
This wouldn't be a very hard implementation would it?

One (what I assume should be) tiny change, would make ALL the difference to those of us that have to decline requests....
This would be huge for me. A lot of my friends think everything they see on overseerr is available (despite my best efforts to explain to them that items may not be). Being able to decline for a reason would prevent some angry text messages :D
