Email notifications being sent to wrong users
Description
Myself and at least one other person on Reddit are seeing that email notifications are not being sent to the correct user.
Example: I have an email sent to $USER-J saying “Hi $USER-J! A new request for the following movie has been automatically approved: MOVIENAME Requested by $USER-S”
Within just the last week I can see multiple sent to and addressing $USER-J that are for movies requested by at least 3 different users.
In the events, only the single incorrectly addressed email is being sent out to the incorrect user. A correct email is not also sent out.
I’ve only gone through the last week, but looks like it doesn’t always mess up, but when it does, it goes to the same incorrect USER-J, who is the most recently added user.
The emails are so far only for Automatic Approval emails. The consequent Now Available email is sent to and addresses the correct user.
I searched but didn’t find any mention of this. Any help with resolving would be greatly appreciated!

Also on 1.33.2 and seeing the same thing.
Latest registered user (was imported from Plex) is getting emails for automatic approvals from other users. Plex user type and User role.
This specific user does see these settings on his profile, which were all enabled by default (he's since turned them all off). I don't remember these settings being available to regular users, less so being enabled by default.
