Disable Plex OAuth Login Feature

Description

I am extremely frustrated when my users sign in using the Plex OAuth credentials. Using the "Import Users from Plex" feature only imports accounts linked to plex, not individual profiles created. Thus, I have created local user accounts for all my plex users who have a profile. The problem is my users are as usual stupid, and some of them login using the Plex credentials. Thus logging in as admin, which instantly approves all media requests because they login as such.

Desired Behavior

I want the ability to disable Plex OAuth login. Ideally, forcing everyone to login with their email/pass through the overseerr login page.

@TheCatLady I could not find this thank you! Unfortunately, I have all the requirements implemented but my User settings still do not have this option. Are you able to assist please? I have tried restarting the docker after setting up the requirements. I have a password setup, a URL, and email notifications successfully configured. The setting referenced in #2211 does not show up for me. See screenshot. Overseer Stable 1.28.0

Today I tested @TheCatLady awesome work(thankyou!) by building the docker image from source from PR branch. Whenever this hits master and releases it's going to be a game changer for folks that have users that do not have Plex accounts.

Other users expressed interest in this outside of GitHub and it makes more sense to ask them to subscribe to the issue for updates rather than the PR since the latter can be full of chatter that's not relevant to end users. Plus this issue shouldn't have been closed by stalebot in the first place since the PR hasn't been merged yet.
