feat(perms): add new permission for viewing recently added media

Description

Adds a new "View Recently Added" permission as a child of the "Manage Requests" permission.

There will be no changes for users with request management permissions, but this permission will need to be granted to all other users in order for them to continue to see the "Recently Added" slider on the Discover page.
