我觉得脚本猫应该把 eslint-plugin-userscripts fork 掉自己搞吧
只需要定义一些规则应该就可以吧，暂时不需要fork https://github.com/scriptscat/scriptcat/blob/eb097dd146dcd6f8ca712ed883571dbfb3d09f20/packages/eslint/compat-headers.js
