Tab bar overflow issue

Not a biggie, but: For a while I've noticed when the tab bar overflows the placement of tabs on a second row is strange:

Note that the "Change notes" tab on the second row is on the right

But, if I make the browser window slight narrower, it shifts to the left:

I've also observed this in E/D

@allenwb -- i agree it's strange, it's random actually. I have no idea what the software should do in that situation. Suggestions welcome. I've seen people with three rows of tabs, btw.

2 pence worth, the wrapping of the tabs seems fine to me, but the Save Status div causes a disconcerting jump. I wonder could it be moved? A gif of what I see:
