Build detail page does not have parameters

What happened:

On the build detail page, i.e.

There are no parameters exposed on the UI for users to see

What you expected to happen: Maybe we can expose

1. Expose in an additional column with a list of parameters and metadata
2. Under the restart button, with v arrow to show a list of parameters and metadata How to reproduce it: Go to any build detail page, like https://cd.screwdriver.cd/pipelines/7/builds/909355
