Improved UX for SonarQube integration

What happened:

If there is waiting time for analysis on the SonarQube side, the build banner in the Screwdriver UI will show coverage as N/A. If code coverage is not used, or it could not be analyzed due to incorrect settings, it will be displayed as N/A in the same way.

What you expected to happen:

On the Screwdriver UI, I want to determine if I am waiting for analysis in SonarQube.
