Should be able to disable jobs in bulk

What happened: It's hard to disable a lot of jobs, you can only disable on a per-job basis. When you have a lot of PR jobs and want to disable all of them, for example, it would be nice to have one button or easier way to do so.

What you expected to happen: 2 ideas for solving this issue:

• have one toggle button for disabling all PR jobs
• allow the user to check a bunch of jobs and click one button to disable those jobs
