scrapyd-client and scrapyd-deploy are not consistent to detect the default target

when there is no scrapy.cfg defined:

• scrapyd-client defaults to url http://localhost:6800
• scrapyd-deploy fails with "Error: no Scrapy project found in this location"

The 2 commands should probably behave in a similar manner.
