Fred bug - saving not working correctly

When changing the command briefing, FRED doesn't ask to save before quitting.

Replicating:

Load FRED. Change command briefing text. Attempt to close FRED. FRED doesn't recognize that the file been modified, allows the user to quit without asking whether the user wants to save.
