Bug: Standalone server sometimes ignores the first option in multi.cfg

This is strange because sometimes it seems to work, sometimes it works ONCE, and then stops working for the following server startups and sometimes it just dosent work at all. Im not sure what causes that randomness.

It only seems to affect the first option, and adding a dummy option on top works to workaround this issue.

It may or may not have to do something with this, but using UTF-8 BOM to encode the fs2_open.ini causes FSO to completely delete the first section of the file on fso startup.
