FR: LuaAI Improvements

Two requests based on my recent experimentation with LuaAI.

• [ ] Ability to set LuaAI as Initial Orders of a ship. (Probably requires FRED changes. Low priority QoL because you can set the order with a sexp at frame 0 still. Could be punted to QtFRED.)
• [ ] New Target Parameter +Type: Subsystem -- the player's targeted subsystem as an order target (kinda like being able to tell wingmates to destroy a particular subsystem)

• [x] Ability to rotate to given orientation (right now there is rotate to point, but not orientation)

• [x] Ability to have player orders that go only to wings through the HUD (not to ships).
