Cannot create PDF

Even though all permissions are granted for the app (Camera and Storage) a new PDF-file cannot be created: "Insufficient Permissions!".

The error happens when I have one or more pictures selected (newly captured images as well as from the Gallery) and then press "Create PDF". Android version: 7.0
