Moving tab to new window doesn't work right

I have some forever pinned tabs. If I try to move a non-pinned tab to a new window, the new window is opened with the first pinned tab, and all the other pinned tabs are duplicated on the original window. The tab I was trying to move stays with the original window. Very odd.

Mac OS 10.13.6. Chrome 79.0.3945.79
