Ice closing on startup

I'm trying to get ice to open up at all. Upon trying to launch, the command prompt opens up and closes with this I'm trying to use retroarch with it, but even when I tried to open ice without tinkering with the configs in the beginning it did the same thing and hasn't created a ROMs folder in my username folder. Here are my configs and any help is much appreciated.
