ICE: Emulator ROMs not found

Hi. I'm trying to run ICE for the first time. I have followed several setup guides and searched the help pages without success.

Here is what I have so far...

config.txt [Storage] ROMs Directory=D:\Retro\ROMs

consoles.txt [Super Nintendo] nickname=SNES emulator=snes9x

emulators.txt [snex9x] location=D:\Retro\Emulators\snes9x\snes9x.exe command=%l -fullscreen %r

When I run ICE, I get this window:

Nothing else happens.

The ICE log file looks like this: [03/02/17 11:53:48] =========================Starting Ice [03/02/17 11:53:48] Detected Emulator: snex9x [03/02/17 11:53:48] Emulator 'snes9x' not found for Super Nintendo. What am I doing wrong?
