cyberdream theme for VS Code

Do you plan to create a cyberdream theme for VS Code? I'd very welcome that.

I don't use VSCode, so it's not something I had planned. However, since we've already got themes for Helix and Zed, I'd happily accept a PR for a VSCode theme and get it published to the VS Marketplace.

Looking at what it takes to get a theme published, I thought it would be a better idea to work from a fresh repo.

Started with VS Code's Yo generator, and imported some initial syntax from our tmtheme extra.

It's a good start, but by no means ready for prime time.

If anyone wants to help flesh this out some more, I'll happily accept contributions; big and small 💗
