namespace name 'Mvc' does not exist in the namespace 'System.Web'

I tryed: tools->NugetPackageManager->PackageManagerConsole-> Install-Package Microsoft.AspNet.Mvc and: tools->NugetPackageManager->Manage NuGet Packages for Solution->Microsoft.AspNet.Mvc->install and added into packages.config-> package id="Microsoft.AspNet.Mvc" version="5.2.3" targetFramework="net40" /> but error still remained: namespace name 'Mvc' does not exist...
