And although it appears to start from the beginning, it doesn't (you should notice that the time is shorter each time). I think that install-tl needs to spend some time to check that the previously downloaded packages are indeed valid.
Other than that, I'm not sure how to improve things. If you have a patch that uses a feature of install-tl that I'm not familiar with, I would be interested in seeing it.
A better approach is probably to download the iso. You can easily resume downloading the iso (e.g. use wget and --continue). Once the iso is downloaded, you can use the "--iso" option of install-tl-ubuntu. Does that work?
