Failed to start COM Provider 'System' when applying command at commit

If I check the "Apply command" option when committing, I get the following error

Error: Failed to start the issue tracker COM provider 'System'. Error: Unknown error 0x80131509 Error: The remote server returned an error: (400) Bad Request.

I have used the newest Yurtletrack 64bit installer. I am aware of the issue, Failed to start COM Provider Ninject #17, and have checked that I have .NET 4.5 installed. My installation of tortoiseSVN might be a bit out of date.
