Search in libraries/ as well as libraries/libraries

Try searching in just libraries/ in the project root. I assume this is what the existing libraries entry is for, but this ends up resolving to libraries/libraries/, which feels wrong, as well as not being especially compatible with the official arduino IDE

(Yes this is an archived library, but hey someone might need this patch too!)
