Elm 0.19 upgrade

Hi Scott,

To start off, love the library, been really useful ❤️ I have been using it in my personal project for a while.

I am trying to upgrade my project and saw that you had done most of the work to upgrade this library to Elm 0.19 version in a branch. I have just done some minor things to initiate the talks regarding the next release. Please let me know if there is anything I can help with to get this new version released?
