Description

Add a refined toggle effect for the password visibility icon in the login form.

Motivation and Context

Enhances the user experience by providing a smoother and more modern toggle effect for the password visibility icon.

How Has This Been Tested?

I tested the changes in a local development environment and verified that the toggle effect works as expected.
