Open the project to Hacktoberfest participants. To do this, just create a label "hacktoberfest".

It seems Hacktoberfest invites more low-quality contributions.

We could think of “hacktoberfest” topic as being an advertisement.

It is also possible to mark individual pull requests as being part of Hacktoberfest by adding the “hacktoberfest-accepted” label to them.
