Get Build Working

Didn't get the Unit test passing, but got the build executing them for ya.

Misc revisions to composer.json:

• add PHP 8.1
• Tilde version constraints on PHP
• proper || OR statements
• sort PHP and extensions on top

My only update here is composer.json revisions. All other files are a result of merging main back into your chore_actions branch.
