[ENHANCEMENT] Update SST_HT per review comments

This issue is intended to update (if necessary) the Stacked Single-Target Hoeffding Tree (SST-HT) Regressor.

The current implementation (#123 ) is based on the paper submitted for review.

Tasks:

1. Implement any change (if applicable) to the final implementation
2. Update the references in the documentation
