Further follow the Scikit-HEP guidelines

Hi, I thought I would mention the nice guidelines that we have at https://scikit-hep.org/developer. I see some places where things could here be made more homogeneous with other org packages: structure of the repo, tests and CI, documentation, badges, etc.

We now have automated versioning. Still missing:

• [ ] src folder
• [x] setup.cfg
• [x] pre-commit
• [x] check-manifest
• [x] flake8
