Create a comm state model

AIS units are supposed to follow a specific model for when to transmit on VHF channels A & B. It would be nice to have a model or models that:

• Can take a vessel pose (t, x, y, heading, v [where v is direction of motion, speed, rate of ture) history plus VDL load and predict when the ship would want to transmit next and what the comm state would be.
• Take a group of vessel poses and do the same, but be able to model all the comm state including the number of vessels heard
• Take a sequence of AIS messages for ships, model the comm state and predict if we are missing messages that the ship would have sent and detect shifts in the commstate model of the transceiver.
