Contributing a YAML provider to allow import and export of topics via .yaml files.

Hi @teharris1 thanks a bunch for your PR, this is awesome I was just thinking today that I needed a yaml importer (and oddly, had not seen your PR until today). I'll take a more careful look at the code in the next couple of weeks, but there are some API changes I would like before I can approve this. Should we discuss?
