made sure this bundle is registered after security bundle
At this step all extensions are already registered, this looks like a hack but it is the only fix I could find.
hum this breaks your functional tests, I will check this when I'll get some time

Well I had a strange security.access.decision_manager
definition which was causing an error, the security bundle was registered after this one, and it was messing up with some compiler passes.
Then I noticed this exception message, but no exception is thrown if it's not the case, this patch tries to fix it, but I don't understand why tests are failing on travis, it just passes locally :\
