Show a reminder notification when Chrome opens

With the same goal of the autostart feature, I think a reminder notification may be more useful for some people. Someteimes we have flexible hours and we don't always start our cycles at the same time everyday.

In addition to showing a notification when the browser/extension is started, maybe there could also be a reminder notification in case the user stays N minutes with the browser open but without starting a new cycle, to cover situations where, for instance, they went out for lunch and forgot to start a new cycle when coming back. There could also be a "snooze" feature, allowing the user to stop receiving notifications for a period (a day, for instance).

Of course, these reminders would ideally be optional.

If you like the idea, I can start working on the first notification (on browser start) once I have some time (in a couple of weeks).
