Unable to load as content raw/vhd drives of size >2GB on GHA builds

First of all, this seems to only concern GHA builds, the preview2 version works fine.

I'm trying to run Windows 98 on a main drive and add to that "content" drive with some games. Normally I can just load the additional drive as content and it will show up in the guest OS, but on the GHA builds, the frontend errors out when trying to load a raw/vhd file that's somewhat bigger than 2GB ("Unable to open CD-ROM image file"). Maybe it just assumes that it's a CD image and not a fixed block drive, but preview2 handles it ok.

Also if I regularly mount the SYSTEM folder through cmd and do a DIR, it lists the drive only if it's of size 2GB or lower.

the test virtual drives were created in dosbox-x

works ok;
imgmake -t hd test.img -size 2048 -fat 32

doesn't work;
imgmake -t hd test.img -size 2052 -fat 32
