Background music stutters when running certain games on Windows 98

When playing Romance of the Three Kingdoms VII, I noticed an issue with the background music. Here's a detailed description of the problem:

When I enter the game and do nothing, the background music plays normally. However, when I perform certain actions—such as opening a menu—the background music stutters slightly at the exact moment the menu opens. As long as I continue interacting with new menus, the music keeps stuttering slightly each time.

It feels as though the CPU is being used to open the menu, which causes the music to lag briefly (just a guess on my part). I've observed that this issue seems to affect all strategy games developed by KOEI.

Interestingly, this problem does not occur when I run the same game on other virtual machines, nor does it happen with standalone versions of DOSBox. I'm not sure whether this is a bug, but I wanted to report it just in case.
