Typeahead and tag locking

Is it possible to somehow have a Typeahead function and tag locking (ie: user cannot create or use specific tags unless they have the right role etc) ?

A way to produce a collection of presenters, like with Draper, would be useful. https://github.com/drapergem/draper#decorating-the-collection-itself
