Terraform Scaleway provider
Feature does not seems to be tested. Need to check if it is already implemented, then we should add tests. Otherwise we should add the feature
Option `keep_empty_zone` should be removed. Provider should keep empty zones per default. A resource deletion should not impact another one.
Currently, terraform use `instance_local` image from marketplace per default. We should rely on API default as we can now send label instead of an UUID to instance API.

As stated in title, `private_network` argument is present in doc's examples but not in arguments list
