Show network page before compute package is set
Is your feature request related to a problem? Please describe.
As a user I would like to be able to access the Network page in the UI before a compute package has been set, so that I can verify that my combiners are attached and functioning as expected when I deploy the FEDn network.
It is only the "control" view that needs to redirect to the configuration page if not configured with a package and a seed.
Describe the solution you'd like When navigating to the Reducer UI I would like to access it even if a package+seed has not been set, but the present behaviour is appropriate for the "control" view.
