Wrong scala version suggestion for older RC

Describe the bug

When scala version in a build is set to a RC which is no longer supported because a newer RC got released, Metals Doctor claims that this version is not yet supported, suggesting a downgrade to the latest stable release. E.g. after the release of 3.2.0-RC2 the message is

Scala 3.2.0-RC1 is not yet supported, please downgrade to Scala 3.1.3.

Expected behavior

Instead Doctor should claim the version is no longer supported and suggest an upgrade to the latest RC.

To make this generic Metals could see which versions of scala are available on maven and compare RC numbers.
