Build tools preparation for Scala 3

Updated sbt, scalafmt and dependencies for Scala 3 compatible versions. I hope that will be helpful. Big scalafmt update comes with some formatting changes. I tried to minimize it.

Hello, thank you for your effort but our roadmap is a bit more complicated and we will handle Scala 3 preparations as a part of https://github.com/scalalandio/chimney/issues/239 at some point in different way.
