Improve Keyboard Navigation in Dashboard and Admin Pages

The command palette already improves keyboard navigation a lot, by allowing to jump between pages. Once there, however, I almost always have to use the mouse again. It would be nice to be able to use more shortcuts on the admin pages and the dashboard themselves.

For example, it would be nice to have a shortcut to jump to the search field, and to use the arrow keys to select one of the searched entries. When selected, it would be nice to be able to press enter to execute a default option. I could also imagine more shortcuts for secondary actions (e.g. a to create an annotation for the selected dataset)

I can use tab to navigate to the folder list in the dashboard dataset view, but when I hit enter to navigate to that folder, I get an error toast.
