Volume Extrude can be confusing when rendered mag changes between brushing and extruding

The behavior is somewhat expected. Simple example:

• user annotates one section in mag 1 --> z=0 is annotated
• user zooms out to mag 8-8-8 and extrudes to z=26 --> now, z=[0, 8] (this is one section in mag) is used as the starting point to annotate z=[8, 16]. now, z=[1,8] is not labeled.

We could try to be smarter here, but it's not a typical bug. I'll update the issue description.
