Detect NMLs in the dataset upload, send the user to annotation upload

A few users tried to upload annotation data as datasets via the wk dataset upload UI. The front-end should detect this early and tell the user that this is best done elsewhere.

Alternatively, it could re-route the content of the upload directly to the annotation upload. I’d guess that this is more complex though, since it requires some changes to the UI (no more user-supplied name and scale)
