Enable Develocity build caching in Scala 2 repo?

scala/scala3#22523 , is this something we want for Scala 2 as well?

Before we commit to this I would like investigate the reports of Develociraptors.

Note that Lukas has had Develocity itself in place for a while in the Scala 2 repo, but just for build scans, not for build caching. I meant the ticket to be about build caching in particular.
