SIPs page still has SLIP not SPP

@jvican the draft Scala 2.12.2 release notes contain a prominent link to this page, so this would be an opportune moment to swap out the SLIP stuff and add SPP instead
I arrived here just by change, and did not see this issue at all. Sorry for the delay.
I put this to my todo list.
If no one wants to look at this I could do it this week, supposed that enough guidance would be provided on what is actually needed.
From my understanding, the SLIP section should be replaced by a SPP section.
How long the SPP section should be, is a definition enough (like the one provided here https://www.scala-lang.org/blog/2016/11/28/spp.html) ?

I think this was fixed already? There are still some SLIP references on https://docs.scala-lang.org/sips/sip-submission.html though.
Hey @Philippus, thanks for the ping. We're most probably gonna rework this section at some point in the next weeks, so let's leave this open and I'll fix the SLIP references then.
Update: SPP has been defunct for some years.
