Make fresh downloads of ScalaRules work again

An important compilerplugin for the scalameta we used has expired, rendering the project unusuable for new downloads.

Proposed fix:

Upgrade macroparadise to 3.0.0-321x Upgrade to ScalaMeta 1.8 Upgrade to Scala 2.12 Upgrade to Play 2.6 Upgrade other dependencies where required/needed
