No response in ST2 - no package conflicts

I have installed this with Sublime Text 2 and have no evidence that it is working. The folder and files exist in my Packages folder and I removed nearly all other packages to try and isolate any conflicts. I don't see any settings available from the Preferences > Package Settings menu in ST2 (should there be any?).

Running Windows 7 Pro

I knew it seemed to good to be true.

Hi.

I just installed this on a fresh install of ST2 to try and replicate your problem and it worked as expected (Windows 10)

Could you run through your install process and how you're using the plugin?

I have tried to install with package control as well a directly placing the plugin inside the packages folder. Neither were successful.

These are the other packages I'm running:

At one point I had removed all other packages except Package Control.

As far as ST2, I installed that a few years ago and it is Version 2.0.2, Build 2221

I have attempted to use the plugin on three file types; .css, .less and .scss

I may try reinstalling ST2 and see if that helps.

I just did a clean install of ST2, added Package Control and CSS Auto Commenting. Typing /// + Tab still doesn't do anything for me. I've tried on several different files again to make sure it's not just a specific file or file type giving me issues.
